Singaporean convicted for involvement in illegal labour importation

Ang Wee Ling (“Ang”), a 45-year-old male Singaporean, has been convicted under the Employment of Foreign Manpower Act (EFMA) for his involvement in illegal labour importation. Ang was sentenced today to 14 months' imprisonment.

 

2. Ang faced a total of seven charges under the EFMA for illegal labour importation. He pleaded guilty today to three charges, with the remaining four charges taken into consideration for the purposes of sentencing. The Court had additionally imposed an order for Ang to pay a sum of $62,800, which was Ang’s profits in the proceeded charges.

In September 2022, the Ministry of Manpower (MOM) investigated Ang and two other Singaporeans, Koh Soon Heng (“Koh”) and Seah Yong Kiang (“Seah”), for conspiring to fraudulently apply for work passes under his companies, Toast Inn Two Pte Ltd (“Toast Inn”) and Tinn3 Pte Ltd (“Tinn3”), in exchange for monetary payment. Ang knew that the companies did not require the employment of the foreigners, who were referred by Koh and Seah, and failed to employ them. The work passes were instead used to legalise the foreigners’ stay in Singapore, who had no intention to work for the companies.

 

4. Between 2019 and 2022, Ang utilised the spare foreign worker quota from Toast Inn and Tinn3 to bring in the foreigners. He received a total of $136,000 in payments from them.  Koh and Seah were convicted on 29 May 2025 for one count and two counts respectively under the EFMA for making false declarations in the work pass applications. Koh was sentenced to six months and two weeks’ imprisonment, and Seah was sentenced to six months’ imprisonment.

5. MOM takes a serious view of false declarations in work pass applications, as such acts undermine the integrity of our work pass framework and fair employment practices in Singapore. We will continue to take firm action against errant offenders who attempt to circumvent our laws.
